There is nothing worse for an employee than agreeing to take on a new position and the employer assumes the new hire knows how to do the job to the company standards without being properly trained.
Instead, if you have the proper performance indicators in place and properly train new hires, they will be able to manage themselves. How do you know if the level of training is appropriate? Ask yourself, if you were to put somebody in this position today, would they be able to do 80% of the job just by the existing documentation and structure that you have in place?
